IISS study: Europe unprepared for Russian drone attacks
A study by the London-based International Institute for Strategic Studies (IISS), conducted with the German Hanns Seidel Foundation, reports that European nations are unprepared for potential drone attacks from Russia.
The report highlights significant vulnerabilities in Europe's current anti-drone architecture. While NATO, the EU, and national governments have increased their attention to the issue, the study finds that detection capabilities are uneven, judicial authorities are fragmented, response options are often disproportionate, and the process of attributing responsibility is too slow to support timely deterrence.
The researchers noted that no European government has yet publicly attributed a specific UAV overflight to Russia. This lack of attribution is partly due to governments focusing on national-level responses rather than connecting incidents across the continent to view the broader picture.
Klaus Hölchecked, President of the Hanns Seidel Foundation, described the situation as "worrying," stating that Europe is not sufficiently prepared for this form of hybrid threat. The study analyzed 144 cases between August 2024 and February 2026 involving 12 NATO member states and Ireland.
