European Central Bank minutes reveal debate over July rate hike pause

Minutes from the European Central Bank (ECB) July 22–23 meeting reveal significant internal division regarding interest rate policy. While the Governing Council ultimately decided to pause rate hikes, the decision was not unanimous in sentiment. Some members expressed that they “would not have opposed raising rates” during the meeting, arguing that the option value of waiting for more data was small.

Hawkish members, including Executive Board member Isabel Schnabel, have advocated for further tightening. Schnabel noted that current interest rates are unlikely to return inflation to its target in the medium term, suggesting that a greater adjustment may be necessary. This stance is driven by concerns over energy price volatility and geopolitical tensions in the Middle East.

Despite the pause, the Council emphasized that the tightening cycle has not necessarily ended. The minutes indicate that another rate hike would likely be necessary unless the inflation outlook improves significantly. However, the bank remains data-dependent and is not pre-committed to a specific move in September.
