European cities advance smart city technology through digital twins and innovation sandboxes

European cities are advancing urban innovation through digital infrastructure and collaborative testing environments. Stockholm has ranked 14th in the IMD World Competitiveness Center’s 2026 Smart City Index, driven by long-term investments in digital services, mobility, and climate protection. The city has launched the ‘Digital Sandbox,’ a central platform designed to facilitate cooperation between the public sector, academia, and industry to test innovations in real urban environments before scaling them.

In Germany, Ingolstadt has received EU funding to launch the ‘Civic Twin Lab’ project. This initiative aims to create a digital twin of the city to better integrate data regarding statistics, climate resilience, and urban development. Working alongside the Croatian city of Zagreb and baral Geohaus-Consulting AG, the project focuses on making complex data more accessible to both administrators and citizens through open data visualizations and public dashboards.
