The European Commission has designated ChatGPT, Reddit, and Roblox as subject to the strictest regulatory requirements under the Digital Services Act (DSA). ChatGPT has been classified as a Very Large Online Search Engine (VLOSE), while Reddit and Roblox have been categorized as Very Large Online Platforms (VLOP).

This designation follows the services surpassing the threshold of 45 million monthly active users in the European Union. The classification requires these platforms to implement enhanced measures to mitigate systemic risks, including the spread of illegal content, threats to the protection of minors, impacts on user mental well-being, fundamental rights, electoral processes, and public security.

The companies have been granted four months to comply with these additional obligations, with deadlines extending into late 2026 or early 2027. Failure to adhere to the new regulations can result in significant financial penalties of up to 6% of the companies' total global annual revenue.
