European Commission evaluates EU-wide energy windfall tax

The European Commission is assessing the feasibility of an EU-wide windfall tax on energy companies to help mitigate rising fuel and energy costs ahead of winter. This move follows repeated requests from a group of member states, including Germany, Spain, Italy, Poland, Portugal, and Austria, who seek to capture exceptional profits from energy firms to support citizens and businesses.

Despite the pressure, European Commissioner for Economy Valdis Dombrovskis indicated that the Commission prefers member states to implement such taxes at a national level rather than through a unified EU mechanism. However, the Commission and the 27 member states have agreed to establish a working group to study the issue and share best practices regarding windfall taxes.

Climate Commissioner Wopke Hoekstra noted that previous measures taken during the energy crisis following the Russian invasion of Ukraine yielded less revenue than expected and led to ongoing legal disputes. He emphasized that while all options must be considered, a common tax would face significant complexities and opposition from several member states.
