European Union plans tighter visa rules for Russian citizens

The European Commission is preparing a proposal to tighten visa rules for Russian citizens, with a formal presentation expected in January 2027. This initiative aims to bolster the European Union's defenses against hybrid threats, including sabotage and arson suspected to be linked to Moscow.

Several member states, including Sweden, Poland, and Estonia, are advocating for stricter measures. Swedish Justice Minister Gunnar Strömmer noted that the current system contains vulnerabilities that hostile actors could exploit. Estonia has specifically proposed a ban on entry for former Russian military personnel, a move that Foreign Minister Margus Tsahkna estimates could affect approximately 650,000 individuals. Tsahkna warned that such combatants could enter Europe with intelligence support to engage in organized crime or terrorism.

Discussions are also expected to cover additional restrictions on Russian diplomats. EU Migration Commissioner Magnus Brunner has urged member states to reduce the overall number of permits granted to Russian citizens, noting that the previous decline in visa issuances has stalled. In 2025, approximately 478,000 Schengen tourist visas were issued to Russian nationals, many of which were multiple-entry permits.
