European Commission proposes gradual integration for EU candidate countries
The European Commission is drafting a proposal for 'gradual integration' to offer candidate countries access to the EU single market and research programs before they achieve full membership. This model aims to accelerate economic convergence and strengthen European value chains while reducing strategic dependencies.
Under the plan, which was overseen by Alexandre Adam, a senior advisor to Commission President Ursula von der Leyen, benefits such as barrier-free trade and participation in high-tech sectors—including semiconductors, artificial intelligence, and biotechnology—would be conditional. Countries must align with EU foreign policy, adhere to democratic standards, and prevent the transfer of sensitive technologies to rivals like Russia or China. A 'principle of reversibility' would allow the EU to suspend economic benefits if a candidate country regresses in the rule of law or fails to implement EU sanctions.
The proposal also considers internal EU reforms, such as moving from unanimity to qualified majority voting in strategic areas to prevent single-member blockades. While accelerated roadmaps are expected for Ukraine, Moldova, Albania, and Montenegro, the Commission remains concerned that prolonged waiting periods for countries like Bosnia and Herzegovina, Serbia, and Turkey could lead to political fatigue or shifts toward Russia and China.
