The European Commission has introduced the Fair Labour Mobility Package, a set of five legislative proposals designed to facilitate cross-border employment and simplify the recognition of professional qualifications within the EU. A central component of the initiative is the creation of the European Social Security Pass (ESSPASS), a digital tool that will allow workers to access and present social security and health insurance documents, such as the European Health Insurance Card and A1 forms, via a digital identity wallet.

The package aims to significantly reduce administrative hurdles. For regulated professions including doctors, nurses, engineers, and teachers, the Commission proposes reducing the time required for cross-border qualification recognition from approximately three months to five weeks through mandatory digital procedures. Additionally, the package seeks to strengthen the European Labour Authority to better combat fraud and abuse.

Economic projections suggest the package could generate approximately 6 billion euros in benefits by 2040. Over a 12-year period, digitalization is estimated to save companies 64 million euros, healthcare providers 69 million euros, and labor inspectorates 72 million euros. Furthermore, the implementation of digital signatures is expected to prevent up to 277 million euros in fraud.
