European Commission proposes EU-US border security framework

The European Commission has presented proposals for a framework agreement with the United States to establish an Enhanced Border Security Partnership (EBSP). This initiative aims to strengthen the partnership for border security between the European Union and the U.S.

The EBSP is a requirement set by the United States for continued participation in the U.S. Visa Waiver Programme. The proposed framework will establish the general conditions for the reciprocal exchange of information between the two entities. While the framework sets the parameters, any actual exchange of information will be conducted through bilateral agreements concluded between individual EU Member States and the United States, utilizing data from national databases.

The Commission noted that the proposed agreement includes robust data protection safeguards in compliance with EU law and the Charter of Fundamental Rights of the European Union. Following this proposal, the Council must decide on the signing of the agreement, which will then be submitted to the European Parliament for approval. Once approved, the Council can proceed to formal conclusion.
