European Commission proposes list of non-OECD countries for waste imports

The European Commission has launched a public consultation regarding a draft list of non-OECD countries that may continue to import non-hazardous waste from the EU starting May 21, 2027. This initiative follows a 2024 regulation that generally prohibits such exports to non-OECD nations, with exceptions granted only to countries that can demonstrate they can manage the waste sustainably and safely for the environment.

In 2025, the EU exported 32 million tonnes of waste, approximately 40% of which went to non-OECD countries. The Commission aims to prevent the transfer of environmental burdens to nations already struggling with waste management. Under the proposed rules, companies will be required to conduct independent audits of destination facilities; a negative audit result will halt exports to that specific facility.

Separate restrictions apply to plastic waste. Exports of plastic waste to non-OECD countries are set to be banned starting November 21, 2026, six months before the general regime takes effect. In 2025, roughly half of European plastic waste exports were destined for non-OECD nations, primarily Malaysia, Indonesia, and Vietnam.
