Spain to add €29.6 million surcharge to electricity bills for 2025 blackout
The Spanish regulator Comisión Nacional de los Mercados y la Competencia (CNMC) has determined that the total cost of restoring the power system after the 28‑29 April 2025 blackout amounts to €38.7 million. After deducting €9.1 million already paid to generators, a net €29.6 million remains to be recovered.
The outstanding amount will be spread proportionally across all electricity consumers’ bills over a twelve‑month period. Red Eléctrica must inform affected parties at least two months before the surcharge begins, and the charge cannot start later than 1 January 2027. The cost breakdown includes €33.1 million for direct generation (mainly gas‑combined‑cycle and hydro plants) and €5.6 million for international support supplied by France. The regulator rejected a proposal to charge only those who were connected during the outage, opting instead for a broad‑based levy to avoid disproportionate impacts on a small group of users.
