European Commission proposes unified ‘European Space Shield’

European Commissioner for Defense and Space Andrius Kubilius has called for the creation of a unified ‘European Space Shield’ to prevent the fragmentation of space defense into separate national projects. Speaking at the International Space Summit 2026 in Paris, Kubilius emphasized that space has transitioned from a domain of science and commerce to an essential component of security and defense.

A central focus of this strategic autonomy is the development of the IRIS² satellite system. This multi-tiered communication network aims to provide the European Union with secure, resilient, and independent connectivity, reducing reliance on non-European or private operators.

In a significant move for the program, Luxembourg-based satellite operator SES signed a contract worth approximately €1 billion with the German company OHB to develop and manufacture satellites for the IRIS² system. This represents the first major order since the program entered its implementation phase in August 2026.
