European Commission shifts AI focus toward regulation and industrial use

The European Commission is shifting its artificial intelligence strategy away from competing with the United States and China in frontier model development. Instead, the bloc intends to focus on global regulation and the industrial integration of AI to boost productivity across sectors such as manufacturing, agriculture, health, transport, and defense.

During a private briefing, the EU’s special envoy for industrial AI, Jim Hagemann Snabe, advised commissioners that the priority should be on “who [can] draw the greatest value from it” rather than leading AI research. This sentiment was echoed by Commission President Ursula von der Leyen, who suggested that the focus should remain on managing risks and driving economic growth through deployment.

In addition to industrial application, the EU is emphasizing its role in global AI regulation. This includes ensuring interoperability between AI legislation and existing frameworks like the Digital Services Act. Furthermore, the forthcoming KIDS Act is expected to mandate that users of chatbot platforms prove their identity via government digital identification systems to enhance online child safety.
