European Commission updates Generalized Scheme of Preferences

The European Commission has released a report regarding the new Generalized Scheme of Preferences (GSP), which is set to take effect on January 1 of next year and remain in place until 2036. The report aims to strengthen the link between preferential market access and adherence to international conventions, labor rights, environmental standards, and good governance.

However, industry representatives, particularly within the textile and clothing sectors in Portugal and Europe, argue that a significant gap remains between regulatory intent and market reality. They contend that current imbalances lead to unfair competition, as companies complying with strict European regulations face higher costs compared to competitors who may bypass environmental and social responsibilities or tax burdens.

While the Commission's document acknowledges the need for transparency and conditionality, industry leaders are calling for more decisive and coherent action to address regulatory asymmetry and protect the competitiveness of European producers.
