The initiative follows a late July event where approximately 72,000 to 80,000 migrants attempted to enter Ceuta from Morocco, a surge that resulted in nearly 100 deaths. Reports indicate that viral social media videos and false rumors—claiming the border was open and accommodations were guaranteed—fueled the mass movement.

Former European Commissioner Thierry Breton characterized the surge as a potential ‘hybrid attack’ and called for investigations into the digital campaigns driving the mobilization. The new mechanism aims to prevent criminal networks from using disinformation to entice migrants into life-threatening journeys and to provide real-time information to platforms to mitigate future crises.
