While the Digital Services Act (DSA) provides a crisis response mechanism under Article 36, some observers note that formal enforcement through the DSA can be a slow process. Former Commissioner Thierry Breton has characterized the Ceuta surge as a potential hybrid attack, prompting calls for deeper investigations into the origins of the disinformation campaigns.
