European Council approves EU enlargement conclusions

European Council leaders have approved new conclusions regarding the enlargement of the European Union, characterizing the expansion as a geostrategic investment in European peace, security, and stability. The Council emphasized that the accession process must remain based on the principle of meritocracy, with each candidate country progressing according to its individual achievements.

Candidate nations are specifically urged to continue reform efforts, particularly concerning the rule of law. European Council President Antonio Costa noted that intergovernmental conferences have been held with Montenegro, Ukraine, Moldova, and Albania to advance the process. Additionally, the Council acknowledged progress on the accession treaty with Montenegro.

In response, Albanian Foreign Minister Ferit Hoxha welcomed the conclusions, describing the enlargement process as a historic opportunity for Albania. He reaffirmed Albania's commitment to implementing necessary reforms and fulfilling all obligations arising from the negotiation process to achieve full membership readiness. The European Commission is expected to publish annual progress reports for candidate countries on October 28.
