European Flood Insurance Strained by Record Rainfall in Valence, Spain

Intense rain in Valence, Spain recorded a peak of 179 mm per hour, triggering lethal floods that are estimated to require €31.4 billion for reconstruction. The event illustrates a growing trend of extreme precipitation linked to climate warming, raising concerns for insurers.

According to hydrologist Yves Tramblay, floods now account for 49 % of cumulative natural‑catastrophe loss for the Caisse centrale de réassurance since 1982, amounting to €30.2 billion. In 2024 alone, insured damages from floods were between €1.2 billion and €1.35 billion. Similar scenarios in France—such as a hypothetical Marseille flood—could cost €3.2 billion to €3.9 billion, prompting warnings that “some areas may become uninsurable.” Insurers are thus facing mounting financial pressure as the frequency of severe rain events rises.
