European Parliament adopts resolution on hybrid warfare

The European Parliament has adopted a resolution regarding hybrid warfare, supported by 470 members. The resolution identifies that the European Union is facing attacks through sophisticated cognitive-psychological methods, including techniques rooted in Soviet military theory designed to manipulate decision-making and limit perceived choices.

According to the resolution, there has been a dramatic increase in cognitive warfare targeting EU citizens. It notes that the success of modern military operations and the effectiveness of public institutions increasingly depend on controlling cyber espionage and the strategic use of digital resources and information systems.

The document suggests that the EU is currently in a state of 'phase zero' warfare. It further argues that existing frameworks for EU foreign and security policy, which rely on consensus-based consultation, create structural latencies that adversaries actively exploit. This has led to calls for a fundamental reassessment of the EU's decision-making architecture within the security and defense sectors.
