European Parliament approves digital system for posted workers

The European Parliament has approved a new regulation to establish a centralized digital portal for companies temporarily sending workers to other EU member states. The system aims to simplify administrative procedures through a standardized electronic declaration form, reducing the need for companies to navigate various national reporting requirements.

This digital interface will allow service providers to upload relevant documentation directly, replacing existing national procedures. The regulation also seeks to align the new e-declaration system with A1 social security certificates, potentially applying a ‘once-only’ principle to prevent businesses from duplicating paperwork. While the portal is voluntary for member states, the legislation aims to increase transparency, legal certainty, and the enforcement of EU rules across the single market.

The scope of the regulation has been expanded to include service providers from outside the EU. The European Commission will report on the effectiveness of the tool five years after it becomes operational and will evaluate whether the information requirements remain proportionate.
