European security and energy developments involving NATO, Russia, and the EU

Several geopolitical and energy developments are unfolding across Europe. The European Commission is considering the creation of a new institution or mechanism to manage frozen Russian assets, potentially moving them away from Belgian clearing systems to provide financial aid to Ukraine for salaries, pensions, and weaponry.

In the Baltic region, NATO is strengthening its air defense capabilities. Fighter jets from Italy, Spain, and Turkey are conducting flights over Lithuanian airspace as the alliance shifts from air surveillance to active anti-air defense measures.

In the Balkans, Milorad Dodik has stated that the authorities of Republika Srpska intend to restart discussions regarding the construction of a pipeline from Serbia to deliver Russian gas, provided there is political goodwill from Sarajevo.

Meanwhile, in Serbia, the electrical utility EPS and various heating plants are preparing for the upcoming heating season. While gas supplies from Russia have been extended and Azerbaijani gas imports increased, some heating plants face financial difficulties due to fluctuating energy prices.
