European steel industry faces new regulatory and tariff rules

The European steel industry is facing a significant regulatory transformation that integrates climate policy, trade defense, and economic security. These changes are expected to impact costs, timelines, and supply chain structures.

Starting in July 2026, the European Union will implement more restrictive tariff quotas on steel imports. If these quotas are exceeded, a 50% duty will be applied, which is expected to affect procurement planning and the economic sustainability of supply flows.

A key component of this new regulatory landscape is the ‘melt and pour’ criterion. This shifts the focus of customs compliance from the finished product to its industrial origin, requiring stricter traceability of where the steel was originally melted and cast rather than just where it was last processed.
