EU and China reach agreement to limit hybrid vehicle exports

The European Union and China have reached a landmark agreement to limit the export of Chinese hybrid and plug-in hybrid electric vehicles (PHEVs) to the European market. Following negotiations between European Commissioner for Trade Maroš Šefčovič and Chinese Commerce Minister Wang Wentao in Beijing, the deal aims to curb the rapid influx of Chinese automotive products that has challenged European manufacturers.

The agreement establishes an initial four-year period with an annual export quota of approximately 300,000 to 350,000 hybrid vehicles, with a projected annual growth limit of 6 percent. This measure is expected to reduce the projected scale of Chinese PHEV exports to the EU by more than 50 percent. This diplomatic response follows previous EU measures, such as tariffs on fully electric vehicles (BEVs), intended to combat unfair competition and state subsidies.

French President Emmanuel Macron stated the measure would better protect the European market against unfair competition. Data indicates that Chinese market share in Europe has risen from 1 percent five years ago to 10 percent recently. While the agreement is viewed as a success by EU officials, it represents a voluntary limitation by China to avoid further trade escalations or retaliatory tariffs.
