European Union budget negotiations face deadlock over spending
Negotiations for the European Union's 2028-2034 multiannual budget have intensified as member states clash over spending levels and revenue sources. The European Commission initially proposed a budget of nearly 2 trillion euros, but the Irish Council presidency has since presented a reduced proposal of approximately 1.622 trillion euros.
Net contributing nations, including Austria, Germany, the Netherlands, and Sweden, have expressed significant opposition. Austrian Chancellor Christian Stocker rejected the proposal, arguing that a 49% increase over the current budget is unsustainable while citizens are being asked to save. Swedish Prime Minister Ulf Kristersson noted the proposal could increase Sweden's net contribution by nearly 60%.
To fund the budget, the European Commission is looking toward new revenue streams, such as taxes on digital platforms, tobacco, electronic waste, and emissions trading. The European Parliament is also advocating for a levy on online gambling and betting. Meanwhile, the 'Friends of Cohesion' group is fighting to protect funding for agriculture and economically weaker regions.
Disputes also extend to the 'Global Europe' pillar, which supports the EU's external actions. This section has faced budget cuts of up to 17% under the latest Irish presidency proposal. Additionally, regional leaders and cities are seeking more influence over how funds are distributed through the proposed National and Regional Partnership Plan (NRPP).
