European Union approves new migrant return hubs and deportation rules
EU Interior Ministers have approved a new regulation to accelerate the return of migrants who do not have the right to remain in the European Union. A central component of this policy is the creation of ‘return hubs’ located in non-EU countries. These centers will hold third-country nationals whose asylum applications have been rejected.
The regulation also introduces a ‘European Return Mandate’ to facilitate the mutual recognition of return decisions across member states. For individuals deemed security risks, the rules allow for extended detention of up to two years and potential indefinite entry bans. Those who refuse to comply with forced returns may face sanctions, including the loss of social assistance and work permits.
During the Council of Interior Ministers in Luxembourg, Spanish Interior Minister Fernando Grande-Marlaska called for greater operational and financial solidarity from the EU, citing recent migration pressures in Ceuta. He noted that Spain has seen a 46% reduction in irregular arrivals, including a 74% drop in the Canary Islands route. Meanwhile, EU officials discussed the potential for an emergency mechanism to address mass movements that may be orchestrated or used as political weapons, with some officials pointing to Russian influence in fueling such crises.
