European Union faces competitiveness risks due to market fragmentation

The European Union faces significant risks to its global technological leadership and competitiveness due to economic and regulatory fragmentation. Former Italian Prime Minister Enrico Letta warned at a conference in Prague that the bloc’s divided financial system is a major barrier to innovation. He noted that while the United States operates with a single financial market, the EU is split into 27 separate markets, making it difficult to channel savings into productive investments or fund high-risk, breakthrough technologies.

Similarly, experts at the Santander40 meeting emphasized that Europe must overcome regulatory fragmentation to scale its technological assets. While the EU possesses strong research capacity and industrial bases, the lack of a truly unified single market prevents companies in digital solutions, artificial intelligence, and cloud services from achieving global scale. Divergent national regulations and administrative requirements increase costs and slow expansion, allowing American and Asian competitors to grow more rapidly across larger, more cohesive markets.
