EU AI Act implementation shifts as high-risk obligations move to 2027

The European Union is navigating a complex implementation phase for the AI Act. While transparency obligations under Article 50 became enforceable on August 2, 2026, the enforcement of obligations for high-risk AI systems has been postponed to December 2027 due to technical and regulatory complexities.

The regulation classifies AI systems into four risk categories: unacceptable, high, limited, and minimal. Unacceptable systems, such as those used for social scoring or certain facial recognition, are prohibited. High-risk systems, including those used in recruitment or critical infrastructure, face strict requirements for documentation and human oversight.

In the private sector, companies in the tourism industry face potential fines of up to 3% of global turnover for non-compliance, particularly regarding the use of AI-generated content in marketing. Meanwhile, major tech developers including OpenAI, Google DeepMind, and Anthropic have converged on proposals for unified federal governance and independent testing standards for frontier models.

Educational and corporate sectors are also adapting. The National University of Singapore has introduced a mandatory generative AI course for all first-year students starting in the 2026/27 academic year. In the business world, companies like Broadcom are developing private AI clouds to address security and data control concerns, while SAP Concur is integrating AI into travel and expense management workflows.
