European Union implements new driving and road safety regulations

The European Union is implementing new regulations aimed at increasing road safety and reducing traffic fatalities, which stood at approximately 19,400 in 2025. Under the General Safety Regulation 2 (GSR II), as of July 2026, all new vehicles sold in the EU must be equipped with a pre-installed interface that allows for the retrofitting of an alcohol interlock device, known as an ‘Alcolock’. While a built-in breathalyzer is not yet mandatory for all, this requirement establishes the technical foundation for future laws that could mandate such devices for repeat offenders.

In a separate regulatory move, the European Parliament has approved the fourth driving license directive. This reform includes the introduction of a uniform digital driver's license, which is expected to be available via smartphone across all member states by 2030. The directive also aims to facilitate cross-border driving bans, permit accompanied driving, and allow for truck licenses to be obtained at age 18. While physical cards will remain an option, the goal is to digitize the entire process from application to issuance.
