European Union implements new driving license regulations

The European Union is implementing a new directive regarding driving licenses, introducing changes to medical fitness assessments and vehicle weight limits. Member states must transpose these rules into national law by November 26, 2028, with most regulations taking effect a year later.

Regarding medical requirements, the directive mandates health verification for the first issuance or renewal of a license. For specific categories including AM, A, A1, A2, B, B1, and BE, member states may opt for less stringent methods, such as a health self-assessment form or a national system to detect significant physical or mental changes. However, if a self-assessment raises suspicion of a medical issue, a physician's examination must be conducted. Failure to comply or providing false information may result in the denial of a license renewal.

Additionally, the reform addresses motorhome operation. Under Directive (EU) 2025/2205, holders of a Category B license may be permitted to drive motorhomes with a maximum authorized mass of up to 4,250 kg (and in some cases up to 5,000 kg when combined with a trailer). This expansion requires additional training or a specific exam, and the new entitlement will be marked on the license with the European code 96.02.
