New European Union regulations regarding end-of-life vehicles (ELV) have entered into force, aiming to transform the automotive industry into a circular economy. The rules target the entire lifecycle of a vehicle, from design and production to collection and recycling.

Key mandates include requirements for manufacturers to design vehicles that are easier to dismantle and to provide detailed instructions for part replacement. To reduce dependence on imported raw materials, the EU is introducing mandatory recycled content targets. New vehicles must contain at least 15% recycled plastic by September 2032, increasing to 25% by September 2036. Additionally, the European Commission is expected to set recycled content targets for steel and aluminum starting in 2033.

The regulation also addresses the used car market and exports. From mid-2031, only vehicles in roadworthy condition may be exported outside the EU to prevent the shipment of waste under the guise of used cars. For domestic sales, owners must be able to prove a vehicle's roadworthiness, potentially requiring technical assessments or inspections to distinguish functional cars from scrap. These measures are intended to secure strategic resources like copper, aluminum, and steel within Europe while reducing environmental impact.
