European Union implements new welfare regulations for dogs and cats

The European Union has implemented Regulation 2026/1818, the first comprehensive legislative framework specifically dedicated to the welfare of dogs and cats. The regulation establishes common standards across all member states regarding breeding, reproduction, housing, sale, and traceability.

Key provisions include a ban on surgical procedures performed solely for aesthetic reasons, such as ear cropping or tail docking, unless medically necessary. The rules also prohibit the use of choke collars and restrict the use of cages and containers. To improve animal health, the regulation limits breeding practices aimed at achieving extreme physical traits that compromise well-being and imposes restrictions on mating closely related animals to reduce hereditary diseases.

While the regulation officially entered into force on August 30, 2026, most provisions will become concretely applicable starting August 31, 2028. The framework also introduces enhanced traceability through microchipping and interoperable national databases to combat illegal pet trade.
