European Union invests 10 billion euros in seven AI factories

The European Union is making significant investments to bolster its digital sovereignty and reduce reliance on non-European technology providers. A central part of this strategy involves a 10 billion euro investment to establish seven AI factories.

To support this infrastructure, the European Commission is advancing legislative frameworks such as the Chips Act 2.0 and the Cloud and AI Development Act (CADA). These regulations aim to increase European semiconductor production and mandate that sensitive public data be stored on servers located within the EU, effectively excluding US-based providers from these sectors.

The Commission also plans to double data center capacities within the next five to seven years and establish AI research centers. Practical shifts toward European providers are already occurring; for instance, the European Parliament has adopted the Qwant search engine, and Airbus has reportedly migrated 70 applications from AWS to the French provider Scaleway.
