EU nations launch IPCEI AI to boost digital sovereignty
Nineteen EU member states, coordinated by Germany, have launched the first Important Project of Common European Interest (IPCEI) in the field of artificial intelligence. The initiative aims to develop decentralized, widely accessible AI services and technologies across the entire value chain to strengthen European digital sovereignty and reduce dependence on American and Chinese technology giants.
The project focuses on building a sovereign and competitive European AI infrastructure through large-scale cooperation between companies and research institutions. While much of the funding is expected to come from the private sector, governments will provide support for projects that are cross-border and generate positive effects for the EU internal market. Total investments are estimated to exceed ten billion euros, with over 150 individual projects already selected.
National contributions are being formalized, with the Netherlands allocating 120 million euros to support industrial AI participation. Other participating nations include Belgium, France, Italy, and Spain. The European Commission is supporting the process through a dedicated Support Hub to accelerate the assessment of state aid.
