European Union leaders debate budget disputes and China trade deficit

European Union leaders have convened in Brussels to address critical issues including energy costs, the 2027-2034 budget, and a significant trade deficit with China. The bloc recorded a goods deficit with China of 360 billion euros in 2025, sparking concerns over industrial jobs in sectors such as vehicles, chemicals, machinery, and textiles.

While a preliminary agreement exists to limit Chinese hybrid vehicle imports, EU leaders are considering broader trade defense tools. As Europe seeks to protect its industries, Chinese manufacturers may redirect surplus production to regions with lower barriers, such as Latin America.

Internal tensions persist regarding the EU budget. A divide has emerged between the ‘Frugal Countries,’ led by Germany, and the ‘Friends of Cohesion,’ including Portugal. The Frugal group seeks an 8% budget cut—approximately 141 billion euros—relative to the Commission's ambitions. Conversely, the Friends of Cohesion oppose cuts that could jeopardize funding for weaker member states. Adding complexity, the European Parliament has proposed an additional 200 billion euros in spending above the Commission's initial proposal.
