European Union maintains wine sector support in upcoming CAP

The Council of the European Union has decided to keep the wine sector included within the sectoral aid schemes of the next Common Agricultural Policy (CAP) for the 2028-2034 period. This negotiating position, adopted by member states on October 19, preserves support programs for viticulture, though exceptions may be granted to countries where the sector's impact is minimal.

The final funding amounts and specific details remain subject to further negotiations with the European Parliament and the European Commission, as well as the upcoming EU multi-annual budget. These funds are critical for vineyard restructuring, winery investments, and international market promotion. In France, for example, these aids currently amount to approximately 270 million euros annually.

The new framework introduces a distinction in how interventions are applied. While aid for beekeeping, fruits, and vegetables will be mandatory, wine sector interventions will be required under certain circumstances, with flexibility allowed for states to justify derogations in their national plans.
