European Union ministers to address migration tensions in September meeting

European Union interior ministers are scheduled to meet in September to address escalating tensions regarding migration management and the implementation of new common rules. The meeting precedes a strategic debate at the European Council in October, following recent crises such as the situation in Ceuta.

A central point of contention is the management of secondary movements, where asylum seekers move from their initial country of entry to other member states. Under the new European Pact on Migration and Asylum, which took effect in June, the responsibility for processing asylum claims remains primarily with the first country of entry, a principle known as the Dublin mechanism.

This has led to diplomatic friction, particularly involving Italy. While Germany has reaffirmed its intention to proceed with transfers to Italy based on agreements reached in late 2025, officials have attempted to downplay political conflict. The current EU model faces criticism for the contradiction between maintaining national control over migration flows and the need for harmonized social rights and labor market integration.
