European Union plans secure Arctic submarine cable to Asia

The European Union is developing a Pan-Arctic Cable concept to establish a secure submarine link between Europe and Asia. According to a draft Arctic strategy, the plan involves connecting Europe to Japan and South Korea via Greenland and Canada. This initiative aims to strengthen Europe’s digital infrastructure and ensure sovereign, secure telecommunications routes in a region facing increasing geopolitical tensions.

Brussels views undersea cables as critical strategic security assets rather than mere commercial infrastructure. The move responds to a deteriorating security environment in the Arctic, characterized by Russia’s expanded military presence and concerns regarding hybrid threats, such as the sabotage of undersea infrastructure or interference with satellite navigation.

Simultaneously, the Arctic is undergoing a geographic transformation due to climate change. The retreat of ice is opening new polar sea lanes that offer shorter global trade routes compared to the Suez or Panama Canals. While these routes present economic opportunities, they also create new arenas for maritime competition and challenges regarding freedom of navigation.
