European Union prepares Quantum Act to boost computing competitiveness

The European Union is developing the Quantum Act, a legislative initiative designed to enhance European competitiveness in quantum computing. Expected in November, the proposal marks a shift from the heavy regulatory approach used for artificial intelligence, focusing instead on industrial development and infrastructure to compete with the United States and China.

While Europe leads in quantum patents, it currently attracts only 5 percent of global private funding for the sector. To address this, the proposed act would encourage governments to procure quantum technologies from companies based within the EU or from strategic partners. The initiative aims to translate research into commercial products and resolve funding shortages through frameworks like the proposed Quantum Europe Framework Initiative.

Separately, the Gdańsk University of Technology will host the Qiskit Fall Fest 2026 on November 19–20. Supported by IBM Quantum, this international educational event will focus on quantum programming and practical applications through expert lectures, workshops, and a hackathon.
