European Union ramps up protection for undersea infrastructure
The European Union is intensifying its efforts to protect critical undersea infrastructure, including data cables and energy pipelines, following a series of incidents and sabotage events. These networks are vital to the continent, with submarine cables transporting 99 percent of global data and facilitating trillions in financial transactions.
Recent vulnerabilities were highlighted by the 2022 Nord Stream explosions, the 2023 Balticconnector sabotage, and various cable damages in the Baltic and North Seas between 2024 and 2025. In response, the EU has implemented several strategic measures, including an updated Maritime Security Strategy, the 2026 Industrial Maritime Strategy, and a new Action Plan against drones to counter threats from unmanned sea and air vehicles.
To bolster resilience, the EU is investing in surveillance, autonomous technologies, and advanced sensors. Much of this defense industrial capacity is concentrated in France, Germany, Italy, and Spain, which produce the majority of the bloc's naval equipment. The strategy aims to mitigate risks from hybrid threats, including cyberattacks and physical sabotage, which could disrupt global supply chains and energy security.
