Canada proposed as first EU associate member FAST-MOVING
European Commission President Ursula von der Leyen has proposed that Canada become the first associate member of the European Union. The announcement was made during her annual State of the Union address in Strasbourg, attended by Canadian Prime Minister Mark Carney.
The proposed status would move the relationship beyond the existing Comprehensive Economic and Trade Agreement (CETA), which has seen trade grow by 75% in less than a decade. The new partnership, described as an ‘alliance for the future,’ aims to deepen cooperation in strategic sectors including defense, energy, critical minerals, artificial intelligence, cybersecurity, quantum computing, and the Arctic.
Canada has already taken steps toward deeper integration by becoming the first non-European nation to participate in the EU’s SAFE defense instrument for joint procurement. The move comes as both parties seek to diversify economic ties and reduce dependence on the United States amid shifting geopolitical landscapes and trade tensions.
However, the proposal faces significant hurdles. The legal framework for ‘associate membership’ does not currently exist in EU treaties and would require complex negotiations and unanimous approval from all 27 member states. Some EU officials have expressed concern that member states were not consulted prior to the announcement.
