Frontex to receive expanded powers for deportations outside the EU

The European Commission is set to propose a major reform to expand the operational mandate of the European Border and Coast Guard Agency, Frontex. Under the new rules, the Warsaw-based agency will gain the authority to facilitate the return of irregular migrants between non-EU countries and assist third-party nations, such as those in North Africa, in repatriating citizens from Central Africa before they reach European shores.

Additionally, Frontex agents will be authorized to participate in deportations from return hubs located outside the European Union. These facilities, which are being negotiated by five EU member states, are intended to house individuals whose asylum or residence applications have been rejected. The first such center is expected to become operational in 2027.

The reform also aims to equip Frontex with rapid response capabilities, allowing for intervention in border emergencies within 24 hours. The agency also plans to expand its monitoring of migration trends via social media. While the Commission seeks to grow the agency's permanent corps to 10,000 members by 2027, the proposal is expected to face significant criticism from human rights organizations and civil society groups regarding accountability and migrant rights.
