European Union proposes Security Council and defense tech funding

The European Union is advancing several initiatives to bolster its strategic autonomy and defense capabilities. European Commission President Ursula von der Leyen has proposed the creation of a European Security Council (ESC). This permanent crisis-management forum is intended to facilitate rapid coordination among EU member states and key partners, including Ukraine, the United Kingdom, Canada, and Norway, specifically to address hybrid threats such as cyberattacks, sabotage, and drone incursions.

To ensure the ESC complements rather than replaces NATO, officials emphasize that the council would focus on agile political response and coordination in the 'gray zone' of conflict. The proposal includes an emergency security protocol to mandate immediate member meetings during significant threats.

In parallel, the EU Council has approved the AGILE program, a 115 million euro initiative designed to support defense start-ups. The program aims to accelerate the development of disruptive technologies, including artificial intelligence, quantum computing, robotics, and space systems, helping small and medium-sized enterprises transition from prototypes to operational capabilities.

Separately, in the context of the Russo-Ukrainian war, President Volodymyr Zelenskyy reported that Ukrainian strikes on Russian Yandex data centers resulted in a significant reduction of pro-Russian automated bot activity on social media platforms.
