European Union reaches agreement on unified capital market supervision

The European Union has reached a political agreement regarding the unified supervision of European capital markets, a key component of the Savings and Investments Union (SIU) initiative. This agreement aims to reduce regulatory fragmentation, allowing stock exchange operators to achieve the scale and efficiency necessary to compete globally.

During the IMF annual meeting in Bangkok, Eurogroup President and Greek Finance Minister Kyriakos Pierrakakis noted that the progress made in the last 10 months exceeds that of the previous decade. EU Economy Commissioner Valdis Dombrovskis described the decision as a significant step in negotiations, though he expressed a desire for even more ambitious outcomes.

The proposed market completion and supervision package originally suggested that the European Securities and Markets Authority (ESMA) oversee all stock exchanges. However, the current political agreement includes exceptions for certain entities, such as the German Deutsche Boerse and the Swiss-based SIX Group, which manages the Madrid market and the British platform Aquis. The measures are expected to facilitate cross-border capital flows and support business investment to enhance the EU's competitiveness and strategic autonomy.
