European Union regulations may impact automotive restoration projects

New European regulations set to take effect on September 1, 2028, may impact enthusiasts of automotive restoration projects. The plan aims to accelerate the recycling of discarded vehicles, but the criteria for what constitutes 'waste' could affect project cars.

Under the proposed rules, heavily damaged vehicles, those declared a technical total loss, or cars that have been largely disassembled could be classified as discarded vehicles. Such vehicles would be required to be sent to recognized recycling companies rather than being kept in private garages for restoration.

While officially recognized historic vehicles and the parts needed to maintain them are exempt, the rules may affect 'youngtimers'—vehicles that are not yet classics but hold future value. In some cases, owners may be granted a five-year period to complete a restoration, subject to technical assessment and inspection.
