European Union shifts circular economy goals toward binding regulations
The European Union is transitioning from setting circular economy goals to implementing binding regulations. According to analysis by RaboResearch, the upcoming Circular Economy Act is expected to reshape waste management and recycling by introducing mandatory requirements for the market.
While the EU aims to increase the circular use of materials to 24% by 2030, current data from Eurostat shows a slow progression, with the rate rising from 11.2% in 2015 to 12.2% in 2024. This shift is increasingly viewed as a strategic tool for economic competitiveness and reducing dependence on raw materials, rather than solely an environmental concern.
Key existing and upcoming regulatory frameworks include the Ecodesign for Sustainable Products Regulation (ESPR), the Digital Product Passport, the Right to Repair, and the Packaging and Packaging Waste Regulation (PPWR). These measures focus on product durability, repairability, and the use of recycled content, particularly targeting sectors like packaging, which accounts for approximately 40% of plastics used in the EU.
