Romania receives first 2.5 billion euro payment via EU SAFE defense instrument
Romania has received its first payment of 2.5 billion euros through the European Union's Security Action for Europe (SAFE) defense instrument. This initial disbursement represents approximately 15% of the country's total allocation of 16.7 billion euros under the program.
The SAFE instrument, which has a total budget of 150 billion euros, provides long-term loans to EU member states to finance urgent defense investments. The funds are primarily intended for the joint procurement of ammunition, missiles, air defense systems, and ground combat equipment manufactured within the European Union. This initiative is a component of the ReArm Europe/Readiness 2030 plan, which aims to mobilize over 800 billion euros for defense across the EU.
Romania's total allocation will be distributed across several sectors: 9.6 billion euros for military acquisitions by the Ministry of National Defence, 4.2 billion euros for strategic road infrastructure (including the A7 and A8 motorways), and 2.8 billion euros for the Ministry of Internal Affairs and national security institutions. The loans feature a maximum interest rate of 3% and include a 10-year grace period, with repayments scheduled to begin in 2035 over a 30-year period.
