European Union to unveil new security strategy in 2026

The European Union is preparing to adopt a new European security strategy, slated for publication in the third quarter of 2026. The draft follows the 2016 Global Strategy and the 2022 Strategic Compass, aiming to integrate all dimensions of security amid a deteriorating geopolitical environment, including Russia’s war in Ukraine, heightened great‑power rivalry, hybrid and cyber attacks, economic pressures, technological dependencies and supply‑chain vulnerabilities.

In parallel, a French parliamentary report released in July 2026 calls for a revamp of France’s economic security doctrine. It stresses “sovereignty of the immaterial” and promotes a “friend‑shoring” model that limits critical technologies such as artificial intelligence and semiconductors to trusted states. The report cites recent U.S. export controls on AI models from Anthropic and other firms, noting the temporary disruption and subsequent restoration of global access after the controls were lifted on 1 July 2026. The French analysis frames these developments as a shift toward securing strategic assets and reducing reliance on external providers.
