European Union unveils new Arctic security strategy

The European Commission has introduced a new Arctic strategy, marking a significant shift from its 2021 policy by prioritizing security, resilience, and defense. The plan responds to increasing geopolitical competition from Russia and China, as well as the opening of new shipping routes caused by melting sea ice.

Key components of the strategy include the establishment of a Maritime Security Hub to improve information sharing and a dedicated Arctic Cable Hub to monitor, protect, and repair critical undersea communication cables. The EU also intends to expand its icebreaker fleet and enhance maritime surveillance through satellite programs like Copernicus and Galileo, with a dedicated surveillance pilot planned for 2027.

European Commission President Ursula von der Leyen described the region as a place where “the tectonic plates of geopolitics are colliding,” noting that sovereignty and territorial integrity can no longer be taken for granted. The strategy also addresses climate change, economic prosperity, and opportunities for local Arctic communities, while aiming to reduce dependence on external powers through projects like a pan-Arctic fiber-optic cable connecting Greenland to Europe.
