European Union warns of rising nihilistic violent extremism threat

European authorities are warning of a rising security threat driven by nihilistic violent extremism, primarily involving young people seeking thrills through the internet. EU counter-terrorism coordinator Bartjan Vegter described this phenomenon as “violence for the sake of violence.”

Investigators across nine European countries have identified approximately 4,340 URLs linked to a network known as “The COM.” Unlike traditional jihadist groups, which remain a significant threat and were responsible for 24 of the 45 reported terrorist attacks in 10 EU member states last year, this new form of extremism often lacks a clear political motive.

Europol reports that while jihadist groups were involved in over 70% of terrorism-related arrests, about one-third of all suspects arrested in 21 member states were under the age of 18. The rise of nihilistic extremism is characterized by a fascination with violence as a means of self-validation, exemplified by a 2025 incident in Finland where a teenager filmed an attack to share on social media.
