EU daily tobacco use drops to 16.5% in 2025

Eurostat reports that 16.5% of people aged 16 and over in the European Union used tobacco, e‑cigarettes, nicotine pouches or heated‑tobacco products every day in 2025, a slight decline from 17.5% in 2022. Overall, 77.5% of EU residents said they had not used any such product in the twelve months before the survey.

Daily use is higher among men (20.8%) than women (12.6%). The highest prevalence is among those aged 35‑49 (21.3%), followed by the 25‑34 (19.9%) and 50‑64 (19.8%) age groups. Bulgaria records the highest national rate at 26.3%, with Sweden (23.9%) and Croatia (23.6%) close behind. The lowest rates are in the Netherlands (9.9%), Ireland (11.7%), Belgium (13.6%) and Luxembourg (13.8%).

Between 2022 and 2025, the share of daily users fell in 17 member states, the steepest drops occurring in Spain and Luxembourg (‑2.1 percentage points). Increases were observed in Croatia and Lithuania (+2.7 points each). The European Commission estimates that tobacco‑related health care and productivity losses cost the EU about €80.7 billion each year.
