European Union to Revise MiCA Crypto Rules in 2027

The European Union announced a plan to amend its Markets in Crypto‑Assets (MiCA) framework in 2027. The revision aims to broaden the regulation to cover non‑EU stablecoin issuers, tokenised payments and tokenised deposits, responding to the United States' GENIUS Act, which created a federal stablecoin regime. A public consultation on the changes is open until the end of August 2026, with stakeholder comments accepted through 30 September 2026.

The European Securities and Markets Authority (ESMA) will also review the operational resilience of licensed crypto‑asset service providers (CASPs) from July 2026 to the first half of 2027, focusing on custody‑related risks. The European Parliament has called for further scrutiny of areas not currently covered by MiCA, such as decentralized finance, crypto lending, staking and NFTs, warning that fragmented national approaches could undermine the single‑market.

Stablecoin activity has surged, with 2025 transaction volumes rising 72 % to about $33 trillion, 95 % of which are dollar‑backed. EU officials say the overhaul is intended to close regulatory gaps for foreign stablecoin issuers operating in the bloc and to address emerging tokenised financial products.
